Information about the EU funded development projects of the Office and the activities of the Project Directorate established for the implementation of the projects:

The National Institute for Rehabilitation and Social Affairs, the legal predecessor of the National Office for Rehabilitation and Social Affairs (hereinafter NORSA) started the preparation for the EU tenders from the second half of 2007 and ensured the substantive and personal conditions of this activity. Under the Rules of Procedure of the Office, the organisational unit responsible for the implementation of development projects funded by the Operative Programmes of the European Union (Development Project Office, at present Project Directorate) was defined as a separate organisational unit operating as a division from 2008. 

As of 1 May 2008, our Office started the implementation of the first projects on the basis of the calls of proposals issued by the National Development Agency.

Social Renewal Operational Programme-5.4.8-08/1-2008-0002

“Strengthening the Professional Background of Complex Rehabilitation”

Amount of funding granted:    4,022,912,506 HUF    (13,466,267 EUR)
Project implementation period:    01.05.2008 – 30.06.2014

This project is implemented with the help of funding granted by the European Union through the co-financing of the European Social Fund.

The Social Renewal Operational Programme-5.4.8 priority project bearing the title “Strengthening the Professional Background of Complex Rehabilitation” sets up the infrastructure conditions required for complex rehabilitation by implementing a complex, multi-dimensional development.

The complex assessment scheme introduced on 1 January to promote the complex rehabilitation of persons with changed working capacity differs from the previous procedure applied in terms of its fundamental approach. Instead of concentrating on health impairment, the new assessment system focuses on preserved capacities, mapping abilities that can still be used and issuing an opinion on the chances of successful employment rehabilitation. Besides the medical expert, social and employment rehabilitation experts also assess chances for employment rehabilitation or obstacles inhibiting this during the course of the complex assessment procedure. Increasing the presence of persons with changed working capacity in the labour market has been stipulated as an expectation by the EU for Hungary. Our community commitment is also perfectly aligned to the individual and social interests of the parties concerned.

The introduction of complex assessment scheme in 2008 only established the opportunity to issue competency-based expert opinions in theory – the standard set of rules elaborated in detail and incorporated in legislation was missing, on the basis of which experts would have been able to perform their activity in a controllable and accountable manner in the following. Ministry of National Resources Decree 7/2012 filled this void. This decree sets forth the detailed set of rules to be applied within the framework of the complex assessment procedure, the scope of tasks of social and employment rehabilitation experts and the criteria to be applied for issuing opinions.  

The following activities will be implemented within the framework of this project to develop the provision of complex, official tasks (not the full list): developing a methodology, training of medical consultants and experts, adaptation of international good practices, development of the IT system, procurement of equipment, building investment.

 

Social Renewal Operational Programme-1.1.1-12/1-2012-0001

“Promoting the Rehabilitation and Employment of Persons with Changed Working Capacity”

Amount of funding granted:    11,700,000,000 HUF (39,164,491 EUR)

Project implementation period:    01.11.2012 – 30.06.2015

This project is implemented with the help of funding granted by the European Union through the co-financing of the European Social Fund.

The key goal of the Social Renewal Operational Programme-1.1.1-12/1-2012-0001 priority project bearing the title “Promoting the Rehabilitation and Employment of Persons with Changed Working Capacity” relates to promoting the employment rehabilitation of marginalised individuals excluded from the labour market because of their changed working capacity, as well as the use of human services and assistive instruments to promote the reintegration of these individuals in the primary labour market. Furthermore, and aligned to the system transformed in 2012, the aim of this project relates to ensuring suitable access to services and assistance facilitating rehabilitation adjusted to personal needs. Persons with changed working capacity that can be rehabilitated constitute the target group of this project. We envisage realising complex rehabilitation by cooperating with the individual taking part in the rehabilitation procedure by connecting assistance provided through the assistive services outlined in personalised individual rehabilitation plans, training and employment.

Aside from the main goal of the project, it has a beneficial impact on labour market players by encouraging the willingness to employ persons with changed working capacity. Adult training, as well as foundations and other non-profit organisations offering external services are also key players integrated in this process. 


Social Renewal Operational Programme-5.4.2-08/1-2009-0001

“Central Social IT Developments”

Amount of funding granted:    1,279,117,106 HUF (4,281,707 EUR)

Project implementation period:    01.11.2009 – 31.03.2013

This project is implemented with the help of funding granted by the European Union through the co-financing of the European Social Fund. 


The goal of the Social Renewal Operational Programme-5.4.2-08/1-2009-0001 project bearing the title “Central Social IT Developments” relates to modernising the operation of the social sector and developing central electronic services required for the transparent operation, control and planning of services provided in this sector and supporting decision-making. The central sectoral administration system will be set up and upgraded within the framework of this project, which extends to include developing the programme and the content of the central electronic operating licence administration system, the operation of the central sectoral database and information system, the electronic database of the operational control system and the sector services portal.  

A transparent social administration system accessible for everyone will be set up as an outcome of this project, which will provide wide-scope information to the individuals concerned, as well as authorities, offices and other social institutions operating in the sector. By implementing this project, not only will a state-of-the-art EU standard social administration system be set up, but this will also ensure that everyone will be able to use and gain access to the operation of the sector in an easy to follow and transparent manner.
From the perspective of social administration, the impact of reaching the above goals will be most apparent in polite and expedient administration, being able to spend more time with clients as a result of less administration on paper and through an increase in knowledge based on wide-scope information. 

The sector portal (www.szocialisportal.hu) was set up as a result of this development, on which site all information of public concern and professional information are accessible and easy to understand, and which site is capable of ensuring information flow relevant to the social sector and that data of public concern is shared. Setting up the Central Electronic Database of Service Users (KENYSZI) is the other major output of this project, based on the use of which system it is currently possible to track the data of over 500,000 individuals every day.


Social Infrastructure Operational Programme-3.2.2.-08/1-2008-0002

“Setting up Infrastructural Conditions Required for Complex Rehabilitation”

Project implementation period:        01.05.2009 – 31.12.2014

This project is implemented with the help of funding granted by the European Union through the co-financing of the European Regional Development Fund.

The Social Infrastructure Operational Programme-3.2.2-08/1-2008-0002 project bearing the title “Setting up Infrastructural Conditions Required for Complex Rehabilitation” ensures the infrastructure developments connecting to the Social Renewal Operation Programme-5.4.8./08/1-2008-0001 priority project bearing the title “Strengthening the Professional Background of Complex Rehabilitation”. This development is aimed at developing the infrastructure conditions of properties, procuring IT equipment and setting up the material conditions for various skills assessments.

Main components of the project:

Pursuant to Government Decree 1502/2011 (XII.29.) and Government Decree 95/2012 (V.15.), a significant volume of public administration tasks and competencies that are affected by projects granted funding were designated to the Rehabilitation Administrative Units operating in municipal and county government offices. The above decree significantly transformed the operation of NORSA and the implementation of the Social Infrastructure Operational-3.2.2 project. This project was restructured in light of the content of these government decrees. This new project implementation structure did not make it possible to keep the 31.12.2013 deadline, which is why the assistance contract had to be modified. We extended the deadline to 31 December 2014 after making the 5th amendment to the assistance contract, as an outcome of which county government offices (with the exception of Pest County) were integrated in the implementation of the project as consortium partners. The 5th amendment of the assistance contract entered into force on 16 January 2013.

“Central Social IT Developments”

Amount of funding granted:    2,080,000,000 HUF (6,962,576 EUR)
Project implementation period:    01.02.2013 – 31.01.2015 (planned)

This project is implemented with the help of funding granted by the European Union through the co-financing of the European Social Fund. The aim of the Social Renewal Operational Programme-5.4.2-12/1-2012-0001 project bearing the title “Central Social IT Developments” relates to modernising the operation of the social sector and developing central electronic services required for the transparent operation, control and planning of services provided in the sector and supporting decision-making. Most of the components of this project build on the results of the Social Renewal Operational Programme-5.4.2-08/1-2009-0001 priority project and are its continuation, whilst other components focus on the development of services currently used, extending these and introducing new developments. Key components of the project: 

Developing the sector financing, capacity management and executive information system
Introducing a system ensuring state-of-the-art provision of tasks relating to the financing and allocation of resources of benefits in cash, as well as social services, child welfare and child protection benefits is the aim of this project component. The goal is to transform the financing of the social sector, introduce a professional task-based financing mechanism building on local needs, as well as to effectively exploit the capacities of core social services and specialised services. 

Setting up the standard database of benefits in cash and in-kind
Setting up a standard national database, replacing the various databases managed separately by specific authorities, that supports the efficient and fair assessment of claims made is the aim of this project component. Benefits in cash and in-kind granted within the scope of competency of public administration and listed in the social act and the child protection act form the professional content; however, the system also ensures a framework for developing additional components of the database of benefits at a later date.

Developing the Activity Administration System
Developing the activity administration database of the social sector in areas beyond those developed within the framework of the Social Renewal Operation Programme-5.4.2-08/1 project, namely, in respect of homeless persons, psychiatric patients, addicts, mentally handicapped individuals and individuals using basic services is the aim of this project component.

E-authority developments (operating license, official and professional control system)
Wide-scope electronisation of the work of social and guardianship offices by using the results of developments implemented within the framework of the project Social Renewal Operational Programme-5.4.2-08/1 and extending the scope of e-authority developments launched to other services is the aim of this project component.

Modernisation, electronisation of official and professional tasks in the field of child protection
The aim of this project component relates to upgrading, modernising systems that support the provision of official and professional tasks in the field of child welfare and child protection, more specifically, using new technologies to develop existing systems used for tasks pertaining to registration and the provision of services relating to the electronic registration and administration system of the District Child Protection Service and preparing adoptions. 

Development, content development of the Social Sector Portal
Developing the modern communication system applied in the social, child-welfare and child protection field, as well as publishing recommendations and system connections ensuring cooperation between the institutional and official system of the sector by applying state-of-the-art Web2.0 technologies is the aim of this project component.
